January 29, 2002 - The American Immigration
Lawyers Association (AILA) reported today that Immigration
and Naturalization Service (INS) is in the process of drafting
official guidance on the recently enacted E and L spousal
authorization provisions. AILA also reports that individuals
wishing to take advantage of the new legislation will be required
to obtain an employment authorization document (EAD card)
from INS. AILA indicated that procedures for obtaining the
EAD should be contained in the forthcoming INS guidance.

INS procedures are announced.
